Your FiveM has missing or corrupted files. Please uninstall/disable your Anti-virus or alternatively add FiveM.exe and the FiveM folder to your Anti-virus exceptions. Delete content_index.xml from your FiveM Application Data folder (%localappdata%\FiveM). Then start your FiveM again.
