What I want is that only superadmins can open vMenu, how do I do that?

In order to specify the permissions for only admins, you must first change the
setr vmenu_menu_staff_only false to setr vmenu_menu_staff_only true and add those that you would like to be admins or moderators to the Players / Groups Setup.
