Hi. Help solve the problem with the lighting. What mod to install that would remove the bright lights of headlights. Need lighting like the photo with Infinity.

Rather than installing a mod, try removing any visual mods like RadianceV or VisualV or anything like that. Those often cause light sources to be very bright.

You currently have this, right? 
If so, then you have mods installed. Because this is impossible to be the case in regular GTA/FiveM without any modification to your game files.
use corona begone some models use coronas to make their lights look like above , you can stream the file server sided or install it client side up to you because if you remove the corona other lights will be affected like cop lights for ex depends on the model how it was made, use this here https://www.gta5-mods.com/paintjobs/corona-begone
he has different variants of the mod like like 50% dim 75% and all removed so see which one works best for u personally i use the 75% and custom visuals but if someone doesn’t have custom visuals those lights will look dim
