Do you use a antivirus, uninstall anything but windows defender

I figured it out all you need to do i mean this worked me is try verifying the game cache for gta 5 on steam

However, just go to Steam, right click on GTAV in your game list and go to properties, then go to the local files tab and click on verify integrity of game files
FiveM on the other hand, automatically verifies it’s cache and will add any missing files.
