[HELP] Change Liveries On Police Cars

I’ve searched on YouTube and Reddit and ton of other places including the forums here. A lot of people say that in order to change the liveries on Police Vehicles I should simply use OpenIV and change something.

I don’t know what to change, I really would appreciate a comprehensive explanation on how to change the skins of Police Vehicles in detail. I would like to create a permanent topic to help other players in the future. I would like to create a tutorial video for people who are also having a hard time setting this up. If ANYONE could lend a hand I would greatly appreciate it.

I believe that is for Grand Theft Auto 4, the files he is replacing and changing aren’t the same. Do you have anything else that might come in handy?
