I tried putting my settings down , experimenting with the nvidia control panel but nothing worked.

Monitor your CPU in your Task Manager -> Processes. Does it constantly hit 100%? If so, that can cause the freezes/stuttering.
Update NVIDIA drivers
Monitor CPU % in Task Manager
If it hits 100%, try and close other programs
You could also use something like Process Lasso
Your specs should not cause these stutters at all. Since you said this also happens on GTA V, try contacting Rockstar support too. They have more experience with such issues. I would refrain from mentioning FiveM during your talk with them as they then tend to stop any future support and blame it on FiveM even though you clearly have it on GTA V too.
