GPU Usage 90%+ after moving to an SSD

What is the issue you’re having?
When playing the game, my graphics card is being maxed out at usually always above 90% AFTER moving it to an SSD instead of using an HDD.
I had always used my HDD to play FiveM on NewDayRP and it was running barely above 30% GPU with maxed-out graphic settings, QuantV+NVE+Reshade/ENB, and the GPU usage would barely go above 30-40%.
I had moved it to my SSD because everyone says it’s faster, so I obliged and did so, and immediately the GPU usage always sits above 90%.
Even after installing my brand new SSD, new RAM, and a fresh installation of windows, the issue remains so long as GTA V is installed on an SSD rather than an HDD and I cannot figure out why after thoroughly googling it.
Even removing any graphic mods doesn’t change the GPU usage at all, which doesn’t make much sense.

What have you tried already to fix the issue?
Purchased a new SSD (not because of this) and used it to run GTA/FiveM
Fresh Installation of Windows
Brand new 64GB Ram (used to have 16GB)
Removed any graphics mods (does not change the GPU usage)
Ensured graphics drivers (and all other drivers) are fully up-to-date and did a clean installation using DDU

Simply installed it onto my SSD and it happens.

with it being a new SSD, also ensure you have the latest drivers for you GPU and other related updates/firmware that can sometimes be missed when you swap drives. Hope you find a solution mate. Be well!

Yeah, I had done that immediately after freshly installing Windows as mentioned in the post.
