Global voice chat overiding proximity

So i having an issue where the global voice is overiding the proximity chat, i install trew hud ui which has its own voice chat built in to it and added mumble voip for the rto radio for police, anytime i clear cache it temporary fixes it until someone relogs or joins the server and then i can hear them but if i relog then i can hear everyone in the server, is there a way to sort this as im no 100% sure on what is causing this and cant seem to find anything relating to it

yep, clears bug until someone joins or relog and i can hear them

not 100% sure, esx_voice disable in .cfg, added mumble voip and trew hud ui
