Set up a dealership in your framework of choice. Sell the officer a car for $0. Or, perhaps a small amount which can be a “deposit.” The officer would then be listed as the owner of the car with keys and all responsibility.
Getting it back upon termination of his employment would be your problem, however the server owner can simply remove the car from the database. That way, it no longer exists in game.
