How come when I play on one tv it plays on others throughout the city?

i can not get ox_lib to work for some reason. any one else have this problem?
so I installed this latest release. I followed how you said heres what looks like
I have them just as instructed I see a /tv command but when I hit enter nothing happens. Not sure what else to do?
so it took me long time but I got it to work, I was curious is there way to watch them in apartments? As they do not work in apartments
