Illegal tools

IF YOU WANT THE V1.0.1 RELEASE 2023.05.29

if you have NPC on the server automatically spawned locked.
You need to lockpick the car then you can drive away
if the car moving or not locked you cant lockpick it,
also in the Config.lua you can add blacklisted jobs who can use the lockpick

You can change the Item name or duration in the config.

IF SOMETHING NOT GOOD IN THE CODE AND YOU HAVE BETTER IDEA TO MAKE IT, MAKE PR

I will add more stuff in the future
