Additional comments
i think my pc is valid enough to run realistic gp with highest settings it doesnt overclock anything but i cant get even 60 fps unless im way out in the desert, ive tried turning all my settings down all the way and still i cant even do 30 fps in the city, i know if i get a gp thats meant for fps itll run better but i want to use something more realistic. even the default graphics packs wouldnt allow me to get a consistent 60 fps and my monitor has a refresh rate of 144, which i can get no problem on almost any other game

You’re most certainly running graphics packs that are just too heavy for your hardware. You can try closing background apps and stuff like that but it wont help a whole lot, I don’t imagine your GPU is enjoying itself; GTAV may be an old game, but it can still get super heavy with visual mods and other resources that FiveM servers have lol
My vram in gta settings is always green and at half way or less even on maximum graphics, not only that but regular gta graphics on any settings will also be the same but slightly better fps. And my gpu doesn’t over clock at all I’ve seen my cpu hit 80%+ usage when opening up fivem as of recently and the settings un game for the bar at the top of the screen says I’m using 20% then drops to 0-3%
