FPS cap at 60 on Full screen

Hello!
im On Windows 10
im on the latest update

pc hardware
AMD Ryzen 7 2700
GeForce RTX 2007 8g
32GB of ram

my problem is when im play the game on full screen if I’m tabbed into the cap my FPS will stay at 60 or lower but won’t get higher but when I tab out of the game my FPS is 185+ until I tab back in!

if anyone knows how to fix this LMK Thank you!
