My server has a ping of 23, when connecting to it on its public ip, and that dosent leave any player enough time to connect within the timeout range, so every player gets timed out! Is there any way to increase it?

Ping has nothing to do with a timeout, in fact the lower the ping, the better the connection to the server.
Chances are your server is using a resource that perhaps has a connection timer system embedded into it. Take a look at your resources and just comment that section out, it’ll most likely be in one of the spawn managing resources.
well i dont know which resource it is and i cant acces it in filezilla so yea
