The way you explained this is not what your actual issue appears to be, you have FiveM downloaded it just does not know where your GTAV.exe file is, you need to locate where your GTA5 is installed and point the FiveM client to the GTA5.exe
Yes, you do need to buy GTA5 in order to play FiveM, FiveM itself is free not the game.
