I had to download FiveM and this issue comes up

Did you try to disable/uninstall your Anti-virus?
Yes

Also, add what you already tried so far.
I have deleted the file in the error and renamed it correctly

Check task manager if there is some running process kill it
If it didn’t work disable antivirus

I’ve tried both. still doesn’t work.

so add app to exception list in your antivirus
reboot your pc
