Did you try to disable/uninstall your Anti-virus?.

Also add what you already tried so far.-I’ve tried restarting my pc,fivem,steam,lowering my graphics upping my graphics,exiting all the other applications and testing if it stutters in other games,or fivem servers(which it doesn’t)
