I also had this problem for 5 days
I fixed it by this

Steps -1) Uninstall Fivem with all fivem Files

  1. Install The Setup From Web

3)Cut the setup from downloads and place it in new folder of any drive except C

4)Run The setup and fivem will install

Ps - Make A new Folder in any drive Except C and install the setup in that folder

That’s not a 90s graphic game that’s 2001s GTA3!
