Did you try to delete caches.xml and try again? - FiveM was starting in windowed mode after installation.
What did you do to get this issue? - I just start FiveM.

make it windowed borderless.

it usually caused by some sort of app running in the background, in my case if i have teamveiwer open it will never go into full screen the moment i close it… it will.
Some apps that use overlay can cause this as well… make sure shadow play is turned off.
