FiveM slow rendering problem. Need help!

Up to date: Yes.
Legit or Pirate copy: Legit.
Purchased where - Steam/Rockstar Launcher/Epic: Steam.
Windows version: 10.
Did you try to delete caches.xml (not cache/!) and try again? Yes.
System specifications: i5 6600k @ 3.50GHz, GTX 1060 6gb and DDR4 16Gb 1600MHz. Internet connection: 190Mb/s download, 20Mb/s upload.

What is the issue you’re having?
My friend has been struggling with rendering on FiveM RP-servers for about a year now. When joining a server all textures and models load extremely slow, ground, buildings and her character are blurry/invisible for a while until they render after about ten seconds. Most of the time driving any vehicle is impossible, since the road/ground keeps disappearing and the vehicle just falls through it. Buildings are barely drawn and even other characters and their vehicles are invisible from time to time, but load after being close to them for a while. Driving around the city with high speed this happens, but for example walking or staying in the same zone is ok and everything renders nicely. Basically things just render very poorly, even though they shouldn’t.
What are you trying to do?
Trying to fix this rendering issue.
What have you tried already to fix the issue?
-Changing any texture/graphic settings (mostly affects fps)
-Trying different resolutions
-Reinstalling GTA V and verifying the integrity of game files
-Reinstalling FiveM and clearing the cache
-GTA V on both HDD and SSD (no difference)
-Setting FiveM to high priority and affinity to all threads
-With and without graphic mods
What did you do to get this issue?
It occurred on it’s own.
What server did you get this issue on?
Every server.

GTA V is installed on SSD, but Windows and FiveM are on HDD. With most settings on high VRAM usage is 2691mb ingame. CPU and GPU temperatures are fine. Both HDD and SSD aren’t too full. CPU usage is 70%+ all of the time with FiveM open. GPU drivers are up to date. The problem remains on any server. We’ve basically ran in to a dead end with no more things to try. Is there any other options than getting a new pc at this point? All help is appreciated!

Make sure your internet is not slowing you down.Also, keep in mind that some servers have a BIG amount of resources - some have more than 700+ resources which can/will take some time to download depending on your PC and internet.

Internet speed is around 190Mb/s download and 20Mb/s upload. I don’t think it’s a problem unless FiveM somehow limits the bandwidth.
