would there be a way to instead of trying to convert a dlc.rpf file just read it as it is into the a server so you can just drag and drop file and add to a config file or is it not possible.

Sure, use a tool called OpenIV
what i mean is a script for a server to just make it easy to edit stuff
You need OpenIV to view/edit .rpf files, no other way around it really
