Sometimes applications get stuck, either when launched too many times in rapid succession, or when closing, launched again too soon. If the application is not running on any display, right click any one of the ones on your task manager list, and end the task. One or more of them may go away, or present a message as to why it can not. Wait thirty seconds, if any are still left, end the task of another one. Rinse, and repeat. After the last one is gone, wait another thirty seconds and launch FiveM again, should run just fine.
