FiveM Ped/Vehicles/Textures do not load

Up to date? - Yes
Legit or Pirate copy? - Legal
Steam/CD/Social Club? - Steam
Windows version? - Latest 10
Did you try to delete caches.xml and try again? - Yes
Error screenshot (if any) - No.
System specifications - I7, 16GB RAM, 8GB Memory, 2TB STORAGE
What did you do to get this issue? - Went to v menu, and went to my saved peds and load my saved ped. It does not work on any peds. My character disappears. Others can see my character. Also doesn’t work with vehicles but other people see the vehicles. It seems as though textures and peds/vehicles take hours to download.
What server did you get this issue on? - Same problem on every other server

Which antivirus/firewall software are you using? - McAfee
Did you try to disable/uninstall your Anti-virus? - No

Also add what you already tried so far.

I have put all the graphics to normal.
I have reinstalled FiveM
I have restarted PC multiple times
I have tried waiting on a server for an hour to see if it loads. does not.
