FiveM not working

Hi i redownloaded fivem because it said openIV was running which it wasnt and so i deleted the fivem and now when i redownload it. it wont open up

my fivem is working it just took slow to download the game update

I uninstalled and it took over an hour to redownload everything. Now i get a message that says “Could not load bin/libcef.dll” does anyone know how to fix this?
