Which antivirus/firewall software are you using?
Mcafee, Malwarebytes
Did you try to disable/uninstall your Anti-virus?
Yes

Reinstalling fivem,

My problem is that non of the F11 or F8 keys work and i cannot change or see the fivem keybinds ingame.

You are not able to see or change the FiveM keybindings ingame. Alone Five M itself does not have keybindings. If you are trying to change the keybindings for a script or a mod, change it in its own .config
