What have you tried already to fix the issue? I did fully uninstall FiveM and install again, verify GTA V game file, update all driver, Fix window file, clean %temp% and temp file

This issue is kinda broad, There possible could not be a cause. I say its most likely this is a server issue, I have ran a few servers in the past and a lot of issue can happen from that, I am going to recommend reporting this issue to the server developers if this is only happening to this server if it is not, then it is most likely client side, I can recommend u do the following.
Attempt to verify your game files
Close all other programs that possibilly could be using a segnificat amount of ram.
Attempt to reinstall the application by deleting all the files and start with a clean install.
