Did you try to disable/uninstall your Anti-virus? Yes (also windows defender)
Also add what you already tried so far.
- Reinstalled Windows
- Reinstalled GTAV (multiple times)
- Reinstalled FiveM (multiple times)
- Reinstalled Visual C++
When i reinstalled windows and gtav and FiveM it worked for half a day.
Then i got the same issue then i reinstalled GTAV and FiveM then it worked again. Now i got the same issue again. There must be something that would fix this. instead of reinstalling GTAV over and over again.
