FIXED IT , Was a broken install of FiveM , got a new instalment and its fixed

Hold up, are you sure you are using 32 bit Windows 10? if so you are not utilizing all 16GB of your ram, infact you would only really be using 4gb.

im guessing you meant 64 bit? also make sure windows is up to date.
