Fivem isn’t story mode, you will not achieve similar framerates. 30fps is about what I would expect from that system depending on how optimised the server is. I would definitely look at upgrading your GPU since I have the same CPU and get around 60-90 fps on my server.
I have pretty similar build and those fps are normal. FiveM is harder to run than GTA Online or Story Mode. Your GPU and CPU is old so you cannot expect better FPS.
