Important parts
What is the issue you’re having? “We’re getting there” screen comes and goes, mouse loading change happens for about 3 seconds, then nothing. FiveM opens as NINE processes/subprocesses (I’ve been told by a friend that it should be about 2)

What are you trying to do? Launch FiveM
What have you tried already to fix the issue? Uninstalled, deleted cache.xml, trying other troubleshooting tips such as turning off AV/Firewall, deleting priv folder in cache folder, moving GTA V from Program Files to (x86) folder (please note, the FIRST time I had this issue, that moving folders actually worked, I was able to play FiveM…once…the next time I tried logging in, nothing on my computer has changed save FiveM having updated (no new games, no new software, etc).

Additional comments
As stated above, I have an inordinant amount of FiveM processes for no reason, and NO log files or crash error files to even say something is wrong. It “loads” but just…never actually sends me to the FiveM start screen. Then I have to go in and, usually, end task on the 4th FiveM task down, in order to close all of them at once.
