Which antivirus/firewall software are you using?
Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far.

I have fully deleted and uninstalled fivem. however somehow my fivem.exe is in partial download and is coming up as to open in explorer and not something else. I have tried everything that I can think of. I swapped out my modded gta to the original copy and that isn’t helping. The message I am getting is windwos cannot access the specified device, path, or file. you may not have the appropriate permissions to access the item. please help.
