Restarting the pc multiple teams, re-installing Fivem multiple times, Turning windows defender and firewall off, installing it at different partitions of the same drive and a different drive, running as administrator, placing FiveM in directory of GTA V

Your GTA V install looks somewhat incomplete, stuff like errorcodes/american.txt being missing. Can you take a screenshot of it?

Also, actually, how did you manage to install FiveM in there… that’s not supported at all :confused:
