I believe I may have finally found a solution to the error code 28 that you get when connection fails or you have an operating system timeout. I spent over 15 hours trying to figure this out. even factory reset my computer. I hope this helps.
go to your start search bar and search
windows defender firewall with advanced security
once you open it click inbound rules on the up left part of the screen.
after you open inbound rules look for FiveM, it’ll have some numbers and gtaprocess.exe at the end, there should be two.
after you find them delete them.
once they’re deleted go ahead and close out the windows firewall advanced security.
once its closed open FiveM again, it will ask you to allow FiveM with windows defender.
do so.
after that the problem should be solved.
