I found a way to connect DualSense ps 5 to " FIVEM"
Add “FIVE” to the steam library as a third-party game
We press in the steam under the play / run button " controller settings"
Press any key
Go to the game
Surprisingly, if you do not do this, the next time you log in,except for point 1, Dualsenses will not be connected

I too seem to not be able to get my Dualsense to work correctly with FiveM. The controller works PERFECTLY in all other instances just like OP. Steam provides support for Dualsense and gives the correct template needed or you can adjust it to your personal preference. Due to the support from Steam, I can use these settings to play GTA and my Steam Library perfectly fine.
I used a DS4 before purchasing the Dualsense, with the use of a program called DS4Windows. Fortunately I never really experienced an issue with using that controller on FiveM. I am unsure if its something to do with DS4Windows and how it handled the communication from Controller to PC.
I did some research though and learned that it is possible to use Steam’s Controller support with FiveM though some setting changes. Guide to using controllers with FiveM. Though unfortunately, this doesn’t work at all with the Dualsense, even though it shows up perfectly fine in Steam.
Yeah, for Steam-native apps, or non-Steam apps added as shortcut.
Since Steam is refusing to give us an AppID, and we can’t be used as a non-Steam shortcut for similar reasons, Steam Input won’t work for FiveM at all. This past guide may have worked only by means of a glitch on Valve’s end.
Try using any other mapper that uses a virtual XInput gamepad, like X360CE v4 or ViGEm.
Finally, we would add native support, but this is not allowed because you need a publishing agreement with either Sony or Valve to do so (to get access to “libScePad for PC Games”, or an app ID to be able to use the Steam Input SDK), and neither party would give us one without Take-Two approving it first, even if only to use controller APIs.
It’s a shame how Sony’s controllers are the only controllers being sold now that don’t just use a standard programming interface, but are only usable via a third-party publishing agreement… likely as they don’t want to acknowledge Microsoft’s existence of the Xbox gamepad spec, and in the end who loses with all this corporate bickering? yeah, the end user and us trying to support the end user
Looks like I missed an update to DS4Windows…
After downloading the latest release of the program, the DualSense has the same compatibility of the DS4.

Thank you though for the really fast response! I figured the limitations for the controller working through Steam were going to be limited to Steam games or non-Steam games you added.
Would you by any chance know of a way to replace the xbox icons with ps icons client side for FiveM? I also posted a more in depth question about it here
