Did you try to disable/uninstall your Anti-virus? yes

What is the issue you’re having?
FiveM not starting saying I must not run this applicated as administrator.
What are you trying to do?
Trying to connect to a server through their website.
What have you tried already to fix the issue?
I’ve right clicked the application > properties > compatibility and unchecked "run this program as an administrator. And restarted computer.

I connect to other servers perfectly fine through the client.
