Which antivirus/firewall software are you using?
Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far. Deleting and re-installing FiveM, deleting my whole cache folder.

same thing happen to me

If you are using medal.tv then there is your problem.

The recording software is not safe I suppose for FiveM and will not work. Try shutting medal.tv down completely or uninstalling and FiveM should work just fine.
