Did you try to disable/uninstall your Anti-virus? Yes

Also add what you already tried so far.

Reinstalling GTAV
Check game files using Rockstar verification command on launcher
Reinstalling FiveM several times, each one with antivirus, new game copy, with Steam open and others with Steam closed.
