Also, add what you already tried so far.
All I wanted to do was clear cache so I tried cancelling the cache download and retried over and over.
What I noticed was, the download speed is normal (3.5 Mb/s) until it reached about 350mb/1300mb downloaded.

Just wait it out, it will download, dont worry.
Edit : You also have to keep in mind that your speed test is absolutely optimal conditions connecting to the nearest server, and also you did your test in megabits/s which is not how things are downloaded. For your actual download speed you must divide the number by 8 to get megabytes/s, which would make your speed 2.35~. Like I said FiveM servers could be just under load, so dont worry.
It sure is downloading but this is an issue going on, on FiveM. The download speed is extremely slow and it has nothing to do with my internet speed because it’s working fine.
