My friend who has almost the same specs as me gets about 50 % cpu usage

I mean this could be many different reasons.
As you have to believe gta is a huge game along with playing in a server with more stuff to render + process every step you make.
Also, try… antialiasing off, population density and variety way down, and distance scaling reduced should reduce load on the CPU
Need to upgrade your hardware (just seems like fivem is straining your pc)
The server mods/scripts are poorly optimized client side that is making your pc draw in so much. If that is the case there is absolutely nothing you can do.
Close other applications in background
Continue to lower graphic settings (If your pc is getting hot even on low settings… Its time to upgrade hardware)
