Uninstall Open Vpn
Close And Disable Windows Deffender And Gridin Antimalware
uninstall gta v and fiveM And Install Again
Use Nord Vpn - Hide Vpn - And Other Vpn …
Delete All FiveM Installed (as far as I know)
Run Fivm From Gta Location And Run As Administrator

I created a ticket on the site but I have not received a response so far !

An error (35, OpenSSL 55L connect: SSL_ERROR_SYSCALL in connection to runtime.fivem.net:443) occurred while checking the bootstrapper version. Check if https://runtime.fivem.net/client is available in your web browser

Well, why not? If resetting this will fix this then it seems a viable solution.

I have a lot of information inside Windows and I do not have a place to store it at the moment and I do not have time to reset Windows now

I reset my Windows once last year for this reason
