Try to follows this steps

  1. Ensure you have enough disk space on your C:/ drive
1.1 If your FiveM app data is on another drive, ensure that the drive has enough space.
  2. An anti-virus firewall may be interfering, temporarily disable your anti-virus
  3. Your server cache may be corrupted, delete your server cache to fix this

nope, still not working

I already tried all I could think of, including all of this. No solution yet

Problem is with proxy cache. If you are owner of the server you may to disable cache proxy
