I have attempted to create a static IP and DNS,
Restarted my router multiple times - has worked but I have to do it at least twice a day maybe more,
Cleared my Cashe
Reinstalled FiveM and GTA V

Hate to tell you this, but the issue is not on your end, so there was no need to reinstall or turn anything on/off.

As you can see from your own screenshot, it’s an issue between Cfx and the server (in other words, the server is at fault).

Talk to the staff team or developers as they will be able to help resolve this issue.

This issue is still present this morning 07:00 ET.

You can see within your own screenshot that the connection from you to the platform is OK! the server however is not reachable, you should be able to join other servers however.

You can notify the server developers that you’re experiencing an issue.
