Hello. I have an issue where I can open my f8 menu, but once opened it will not close again. I have done a fresh install of FiveM, I have cleared cache etc. Nothing seems to be working. Any advice would be appreciated.

It can be a Script Error. Did you checked the F8 Console?
If there is a “SCRIPT ERROR”, please send a Screenshot of it 
are you the Server Owner? Or do you have Permission on this Server to restart the Resource?
No, I am just a player - it happens on all of my servers too - even on the fivem homescreen and my f8 button works as I can get it open.
does FiveM than freeze after you pressed it or is it still working?
Its still working in the BG, but bc im in console I cant use game
Maybe a Anti-Virus is blocking FiveM ?
