figured it out, honestly was about to quit FiveM.
For anyone having this issue, the reasoning is the Nvidia Beta App. Nvidia App > Settings > Features > Turn off game overlay. This issue will only occur when you turn on RTX Dynamic Filter Adjustments through the game filter

ah thats why, i was confused this never happened before, and it happens because the nvidia app? f that shit haha
