where i can add more groups how admin or mod ? I want to create new groups how guide, dev, support and more ? And where i can give the groups the permissions ?
there is a permissions file within the es_extended. Then you have to give the permission to the player or group in your server.cfg
But where i dont find a permissions file ?

This is the list of all the commands by default. To create another group, all you need to do is access your DB and give the wanted player a group name and rank. After this you just need to separate it like so:
And make sure that you actually list them as that role for the permissions. As seen at the bottom of the picture.
If you want them to only be able to access a list of commands for a specific group, you must also put this before the commands you want them to use. add_ace group.(groupname) command.all deny
