Error when starting server, "this sv does not have a licence key specified"

I am having a problem. I try to start my server and I get a sign saying “it does not have a license key specified” and the license already creates several well, I don’t know what else to do. this is my server.cfg

Where did you get this ancient server build?

as old server version? I don’t know one, I put “how to create localhost fivem” and they asked me to download a file (I think FXcreator) and create my server. As this happened to me, I looked at another video that also made me download the FX but a newer version, however it created the server and the error continued
