Looks to me as that your server build is broken. I assume you’re using FXServer?

Okay so it’s a long shot, but try to start a fresh server (another folder with nothing but FXServer files) and try to run it. If it works you can transfer the resources from your broken FXServer folder to the new one.
If it all goes well, you have a fresh proper running server again
