Error: could not lock file

Hi Guys

I have this issue that I couldnt fix, I tried doing everything that I could find on line but nothing helps.
I added the crash reports and the error that I got
And this is what i did so far to try fixing it
I am using windows 11
GtaV is updated, I am using it throu steam.

1. I deleted the entire cache files
2. checked the integrity of the GTAV files on steam
3. uninstalled and reinstall fivem
4. deleting the entire citizenFX folder from the command run appdata
5. Installed the fivem download in a different folder and then open it again
6. reinstall GTAV
7. reinstall GTA V and FIVEM on a different Drive

I am not using any AntiVirus
Ive done this entire steps and still no fix

When I start the Fivem App it gives me the error and then I cant even close the app from the task manager, windows wont let me, it says access denied. I need to restart my computer in order to open it again.
And when I open it again after reinstalling it it gives me an error report from Rockstar as it listed in the picture

Please help!
