Did you try to disable/uninstall your Anti-virus? no don’t know how too

2.Create a new, separate folder for your FiveM installation. This folder must be located outside of the “Grand Theft Auto V” directory.
i would advise deleting the entire gta5 folder and reinstalling it and fivem correctly
Okay i did that… now i get this error code “could not find the game executable (gta5.exe) at the configured path”
check in citizenfx.ini if the correct path is given
also did you reinstall gta5 in 20 minutes? 
its working now thanks for the help!
