Did you try to disable/uninstall your Anti-virus? Yes

Also add what you already tried so far.
I have uninstalled GTA V, I have tried removing Steamapi64 from the System 32 folder, I have done everything I can find, and it still hasn’t helped. I’ve cleared the cache, I’ve tried manually installing the files required, everything. And none of it has worked.

Despite you mentioning you disabled your antivirus, make sure Windows Defender is disabled as well and reinstall FiveM completely.

Error code 126 indicates a blocked file due to a “virus”

Wow, thanks man! Worked like a charm!
